Chandigarh, August 16, 2025 – Haryana Chief Minister Nayab Singh Saini has reaffirmed his government’s zero-tolerance policy against crime and connected the state’s larger objectives of social welfare and development to strict law enforcement. His comments come at a delicate moment after a 19-year-old private play school instructor in Bhiwani was brutally murdered, sparking outrage. The victim’s grieving family has refused cremation until swift justice is delivered.
The Tragic Singhani Village Murder
On August 12, Manisha, a 19-year-old teacher, was found murdered in the fields of Singhani village in Bhiwani. Her throat had been slit, and her family alleged that additional burn marks were found on her body. A day earlier, on August 11, she had left her play school around 1:58 PM to inquire about admission for a BSc Nursing course at a private nursing college. Her last phone conversation was with her father, Sanjay Singh, at 6:26 PM, and her phone was turned off after that. CCTV evidence verified her location close to the campus.
Her family alleged that when they went to the Loharu police station to register a missing complaint, the police refused to take it seriously, claiming that the girl might have run away. An FIR was only registered the next day, and the nursing college staff delayed handing over the CCTV footage until August 13. That morning, the police informed the family that a woman’s body had been found in the Singhani fields, which was later identified as Manisha.
Public Outrage and Family Protest
There is a great deal of public outrage over the occurrence. The victim’s family, supported by villagers, has refused to cremate her body, which still lies in the Bhiwani Civil Hospital. They have demanded immediate arrest of the culprits, suspension of negligent police officials, and a time-bound investigation under senior-level supervision. Kuldeep Kumar, the victim’s maternal uncle, accused the police of negligence and stated, “If the police had come sooner, they might have saved Manisha. Instead of taking our complaint seriously, they wasted precious hours.”
CM Saini’s Stand: Zero Tolerance on Crime
Responding to the protests, Chief Minister Nayab Singh Saini vowed that crime will not be tolerated in Haryana. He stressed that under his leadership, law and order would not be compromised and declared that criminals, regardless of their background, would suffer harsh punishment. He asserts that guaranteeing justice, equity, and a safe environment for each and every citizen is essential to Haryana’s future.
Saini further highlighted that both safety and progress are pillars of good governance. He emphasized that the recent actions taken by his government are intended to restore public and institutional trust in addition to bolstering law enforcement.
Development and Safety: Key Priorities in Haryana
The Chief Minister reaffirmed his commitment to fighting crime while stressing that real progress can only happen when people feel secure. He emphasized that in order to support students’ pursuit of higher education, the government is modernizing schools and launching new scholarship programs, particularly for girls and students in remote areas. In healthcare, new nursing and paramedical institutes are being set up—an effort that also carries the memory of Manisha’s unfulfilled dream of becoming a nurse. At the same time, the state is investing heavily in rural roads and digital connectivity to create jobs and ensure that people across Haryana have easy access to essential government services.
He also underscored women’s safety as a top priority, pointing out that women helplines and fast-track courts are being strengthened to ensure quicker justice for victims of crime. “These measures,” Saini said, “are not just about fighting crime. They open the door for economic growth and social welfare across Haryana.”
Political and Public Reactions
The case has also drawn strong political reactions. Opposition parties have accused the government of failing to protect women in the state, while Congress leaders have described the FIR delay as “criminal negligence.” Women’s rights groups have staged protests outside Bhiwani Civil Hospital, demanding accountability from the authorities. Student organizations and villagers have threatened to become more agitated if arrests are not made immediately. As the public’s discontent grows, hashtags like #HaryanaSafetyCrisis and #JusticeForManisha are rising on social media.
A State at the Crossroads
Haryana’s economy may be expanding, but the continuing violence against women exposes challenges that need urgent attention. According to experts, restoring confidence will take more than just development; it also necessitates more robust community policing, greater accountability from officials, and enabling local communities to actively participate in protecting women. The Last Goodbye
At Bhiwani Civil Hospital, the victim’s family and villagers continue their protest in silence. Her father, Sanjay Singh, expressed his grief, saying, “Her goal was to help society by becoming a nurse. Instead, we are left fighting for justice.” The family has made it clear that final rites will not take place until their demands are met. Meanwhile, CM Saini has directed senior officials to ensure swift arrests and accountability in the case.
A Legacy of Action or Inaction?
The coming days will decide whether the government’s promise of zero tolerance on crime translates into genuine accountability. For now, the state of Haryana waits for answers — and for justice for Manisha
